To provide better customer service, NCJRS has made this Federally-funded grant final report available electronically in addition to traditional paper copies. Opinions or points of view expressed are those of the author(s) and do not necessarily reflect the official position or policies of the U.S. We describe the main project activities and findings made during the 'reporting period.' In an effort to keep the report clearly arranged some details are left out, but described in our 'Semiannual Reports', which we will refer to in the text. The report is organized by the technical aspects of the project. We document our R&D work on the following:
